In the VQ stories, the ladies tend to be permanently defeated (which is why they aren't canon), but in the OVAs they only seem to be temporarily defeated and then rise up again by the end of the episode. Then there's hints and revelations for future episodes of QB so I'm thinking they maybe are canon.
