They're actually not caused by either. It's a side effect of fatigue that's caused by rubbing your eyes too much, breaking the fine blood vessels around the eye - so essentially they're just what they look like - bruises.
lol theyre not bruises, the skin beneath the eyes is very thin which causes any circulatory disorder to be visible ( due to lack of sleep or whatever )
