The double chin can be done by making the chin as close to the neck as possible. All the fat under the chin and in the neck will accumulated at the same place, making the neck look fatty.

If you look up, lower your shoulders some and elongate your neck as much as possible even the fattest of people can hide their chin fat. He's got his head lowered and looking down in the first pic to make it look much worse than it is
90kg is less than 200lbs. He's not THAT huge. Double chins become more apparent when you tuck your chin into your neck/collarbone, and less apparent when your chin is extended. Look closely at the pics (if you dare), and you can see that is indeed what he is doing. The tape on the sides of his face also serves to pull the skin taught, effectively making his facial profile thinner. He's exaggerating both the before and after pics, but they do not appear edited.
He is Japanese.. an Asian.. Asian are shorter and slimmer in built, compared to westerner.

He's clearly just tucking in his chin in the first 3 pictures to exaggerate his weight. Notice how in the first 3 pictures his chin(s) extend nearly all the way to the bottom of his neck, but in the following pictures he has both a clearly defined chin and much longer neck?
Also note how "crumpled" his face looks in the first. If he was really as obese as he is exaggerating himself to be, he would have larger cheeks, a rounder face, and smoother skin. His eyes would also look significantly deeper set, due to facial fat.
I'm a 6'1" 200lb American, and by tucking in or extending my chin I can produce the same effects. I'm not saying the guy isnt large, or even obese, but the face is one of the last things to show weight at the early stages of obesity.
