The quality of Chinese artists has been in the spotlight after some of the candidate Vocaloids for the 2nd “Vocaloid China” project were revealed – securing much approval even in Japan.
The top-runners of the 666 entrants the competition received have received much praise:

Even amongst the Japanese, the usual monotonously anti-Chinese attitudes have given way to praise (although Japanese Vocaloid fans might do well to ask themselves why their Chinese counterparts feel the need to create a distinctly Chinese character, rather than worshipping Hatsune Miku like the rest of the world):

People may like high school girls and boys, but that is not quite the reason they send their offspring to schools. Dream of fisherman's wife ain't exactly ancient nor is it a particularly good art. Neither is anything made by japs that didn't copy other people's original methods and ideas.

It is not that Westerners can't draw moe art.
Almost all westerners hate and think that moe is "pedo bullshit". And when they try to draw anything similar to japanese Anime they always end up with some weird shit because they're too worried about being original instead of trying to make their styles better. Since generally the Asian culture is more open to copying they end up being better artists. Because art is pretty much copying someone else.
That's why lots of people seem mesmerized as to why Asian guys are always good artists. It is a mix of both willingness to copy and perfectionism.
Westerners apparently didn't learn this yet.
I happen to like Ben Dunn's style as well as that guy who does Megatokyo. They're westerners (I think).
I've always felt that art was expressing how you think & feel about what you see, imagine, or hope for in pictures rather than words. In that sense, [western] people would be bad in imitating anime/manga style drawing of people: Those big eyes!
Even if you were to copy someone else's art style, you still have to copy it as you perceive it, and it can take a lot of practice to make that come out nicely on whatever medium you prefer to use.
I think the real problem is people putting their work out before they've actually mastered anything, like a kid who's just drawn his first stick-figure and runs around showing everybody how well he can draw.
The stick figure example actually puts your expression remark in the correct perspective, because it's always essentialy a side effect. Not many people would ever care about what another person thinks if art's purposes were not utilitarian. It's there for putting ideas, moods, sensations into people's minds, so that they can act in a way that would be unavailable to them otherwise. So putting it out is heading down just that route: the feedback they count on could help them avoid kicking down open doors, if it comes in time. Any pecularity of their expression that would be against the utilitarian expectations could be worked on, so the kid wouldn't be a slave to a technique that misses the point.
What really matters is the cost at which it comes to the audience.

Also, it is pretty outside the Japanese (Anime) style. It looks very Western with some Japanese influences.
