It's still going to be cool to see more of what went on before the events of Index S1. Details, interactions. And I know we get to see quite a few interesting new faces.
I don't see why the show is going this route I mean most of the watchers are people who watched the Show when it first came out and know what is, and what isn't going to happen so seeing this crap now is kinda annoying. Like knowing the ending of a book before you are even a chapter into it.
Back then this arc was shown from the perspective of the guy she loves.
So we really didn't see most what happened, just that she went after the killer and in the end asked Touma for help.
Now it´s actually following the Railgun Manga and show us Mikoto´s side of the story.
Boy she likes not loves (yet I guess). Liking someone and loving someone is different.
Biri biri already came to a realization in the Light Novel that she "loves" Touma.
it also shows what pushed misaka to do what she did. she couldnt stop accelerator from killing 50 sisters after she found out let alone the 9 thousand plus.
In Index you'll never see Mikoto destroying Research facilities and finally fight another Lvl 5 Esper. In index it was only hinted, when Touma found the marked map inside of her Big Teddy bear.

On the other hand, they have to introduce the sisters at some point. They appear in almost every Railgun story and since they decided to make season 1 mostly filler, they have to introduce them now.
Railgun has no intersting plot on its own.
If they want to do something remotely entertaining, they have to do that one good plot, they took from Index.
