I've noticed that too! Seriously, the guy spells it Hisasi in all his work, so why wouldn't the boards spell it like he spells it?
They don't spell it like he spells it because most boards follow Danbooru's tag policy, which is to tag things how they believe they're to be romanized instead of how the creator of the name romanizes it (except when Danbooru doesn't feel like it, which is often).
Essentially, it's like the whole board community is following the lead of a hypocritical, butthurt dork who's making up the rules of a game as he plays it.

Visuals like this can do positive things to a human being's mood, is that so terrible? Or is it just that serious anime fans who want the "plot" (and not the fleshy kind) are simply happier to see the dark toned, grittier, and even sometimes devoid of color (in comparison) visuals that usually accompany the convoluted "deep" plots they so cherish?
Plenty of character development in this ep.
Hell, the whole point of this ep was to slow down the show a bit to allow for exactly some character development. Like showing the main protagonist trying to adjust and find a role in the very new and different society he's found, while also letting the viewers get a closer look of this society and the people living in it.
From a story POV, this ep made perfect sense, it tried to establish the side characters as actual people, with real lives, and the location as a real place/society in the minds of the viewers. Story-wise it's necessary to do that before going into the real story, else the viewers really won't feel properly when threats (and victories) are introduced later on in the story.
The fanservice is really just there to not make the ADHD short-attention span action junkies too bored during a otherwise slow episode...
