Seems she's non-Crypton, so not the same family as the popular ones, but still uses the Vocaloid 2 engine like Miku.

She's the mascot character for Internet Co.'s Megpoid software. In other words, GUMI, is a Vocaloid, like Hatsune Miku. She was released in 2009 as a VOCALOID 2 engine product. She was one of the first already released Vocaloid's to receive a VOCALOID 3 update in 2011. She's the second most popular Vocaloid in terms of the number of songs being made each month using her various voice libraries (Including her original, she has a total of six libraries). Her voice is sampled from Nakajima Megumi. Her character design is a nod to Ranka Lee from Macross Frontier (Megumi voiced Ranka Lee). This particular figure design is based on Mamama's MikuMikuDance 3D model. I hope this is an adequate answer to your question "who the f*** is her".
