but if this was actually a good, well thought out manga with a foreseeable end coming, it'd be great if all the ecchi and teasing lead up to a glorious sex scene, yeah..

I don't think they were connected production-wise, either. Seriously, you look at the Princess Lover! series, and then the OVA, and the animation quality just tanks. Hell, if I am to assume the original game is anything like most hentai, I'd dare say the OVA was just a more direct adaptation of it (what with Teppei being mostly faceless, and Sylvia being reduced to a one-dimensional man-pleaser once she's in the sac).
I like hentai better, but ecchi is not bad either.
