Namiuchigiwa no Muromi-san has the hottest scales of all and should be on 1st place of this list!
However, it's really obvious that Muromi-san is a cougar.

Bah, Levia-san is clearly hotter than this other Leviathan lass. These scaled underwears look rather silly imho. Though I must say that her dragon form has a magnificient scaled tail and wings.

the list has nothing to do with animation, also a lot of aku no hana's popularity comes from all the hate it's gained.
I wonder what the actress who the most commonly depicted female character is based on thinks about this all. Is she losing work because she must be overwhelmingly homely? In a masculine sort of way? Is she being mocked by her friends and colleagues? Does she rage against the obviously messed up artists and animators who turned her character into a creature of derision?

Oh come on, everyone already loves Railgun enough to believe it's actually good, so why not sexy as well? Since when did popular opinion equate to truth?
Imagine that... an anime that isn't all tits, ass and cameltoe. About time, really. I think a lot of people are burned out on that stuff - I mean, it used to be special when fanservice really was service - now it's just par for the course and in the way of actual content.
But look at Touhou - girls in long, unrevealing oldschool dresses and victorian granny-panties. And it's enormous. Maybe the sex appeal niche is already covered... and heaped... and overflowing.

That said, it's pretty blatantly not for everyone.
yes there are some pretty good shows this season, but putting Azazel-san
is crap. might not be 1 spot material, but sure is way better than some of the other animes in the list.

Although the anime industry have been spewing moe, slice of life & school girl genre anime non stop with too much emphasis on characters rather then plot; I'm glad to see Shingeki No Kyojin on this list. Aside from that note WHEN WILL I SEE MY VINLAND SAGA ANIME??!?
I'd put Kyojin, Gargantia and Yondemasu yo Azazel-san on top 3. But oh well, it's not like I ever agreed to these lists anyways...

Why Devil Survivor?
It's basically Pokemon for 12-year-olds who think they are too cool for Pokemon -.-
Devil Survivor is for 5th grader westerner
And for 30 something jap with a mentality of a 4th grader.
I am 27 and I still like pokemon for the old time sake. Also, pokemons are adorable... well, at least most of them. ( No, not you Oshawott.) I watched the Devil Survivor for 2 mins and then jumped to mid section and then end up not watching it. It is just some good old monsters come out of no where and I gotta summon some other monsters to beat the crap out of them kind of plot.
never thought about it but it really is like pokemon. but pokemon has sexier girls, at least we haven't seen any nice girls in DS2 yet.
