So no, your demands are not too high. You would be able to find that out pretty easily if you did any research (NIS specifically almost always gives a Japanese voice/sub option in their games)
Weither or not the PS Vita versions get imported, no one really knows yet I think, at least not that i know of. There is no region lock on a Vita, so you can always import it (and if you have a Vita, you SHOULD be importing games, because most of the good Vita games atm are Japanese release only so far.

MOST games as of late have options to swap between english/japanese dubs, I would imagine this is the same.
