Go to Gainax, please. After all things they have made (they can even make shoujo interesting! TTGL was originally meant to be a children cartoon! And, god, FLCL!) I think that would be epic piece! (But only if it'd be their original work, not like Medaka, where they have had such borders as a premade storyline and character designs).

not sure about the talking bird...more times then not i wanted to deck the little bastard and since I get a lot of the K-ON! vibe from it, not 100% on the potential to a romance later on in the series
