Railgun S has been anounced it seems but your post is the first I have heard about it. Since there is no set air date it probably isnt in the voters minds as much as the ones on the list is all.
There is an air date. Already a giant ad promoting it on the streets for 2013. ANN posted it as well.

I hated Railgun, moe bullshit that it is.
Moe with plot is fine. Moe without plot isn't.

Railgun is quite humorous and includes some really good action along with some mature and sometimes even dark themes. Obviously, you and I didn't watch the same show.

One month before the whole list is on the "Biggest Let-Downs of 2013". I don't know if they just overhype these shows for themselves or if they poll completely different groups or what...

I liked the first 2 on the list, then 10th place... I'm hoping the 5th place one doesn't totally disappoint.
I don't see any serious titles on here though that would make me happy past that. Something similar to 'Black Lagoon' or 'Jormungand' in terms of story and characters would be nice.
