Railgun is 3 years old. K-On is almost 4 years old. How old does an anime need to be until cynical people accept that it has a solid fan base?
Ask anime fans to vote for the best comedy anime. You would probably end up with shows from the past 5 years. If you dug deeper you would probably find many enthusiasts who voted for Urusei Yatsura, but they are simply not the majority.
Ask movie fans to vote the most influential sci-fi movie. Chances are something like Star Wars would make the first place while some geeks whine in the comment section that Metropolis should have made the first place.
Short term memory is not exclusive to bishoujo loving type-b otaku.

I would say that it's not so much the individual entries as the general character of the list that betrays its "Type B" nature.
You're right that franchises like K-On and Raildex have solid fanbases outside of Type B sorts, but when the entire list consists of shows that aired since 2006 (and the only entry even that old is Haruhi), it's fair to criticize the fans for having a short-term memory. You're also quite correct that the "enthusiasts" are not the majority, but that's the crux of the problem: the majority of the fanbase is either unfamiliar with anything more than five years old (either because they are too new to have seen it, or they've forgotten about it), in other words, the stereotypical Type B otaku (the "last season" thing is an exaggeration of the actual facts).
The trend is getting worse, too. Just a couple of years a go, polls like this could at least be depended upon to include Rei and Asuka, and one or two other characters (e.g., Lina and Amelia, Akane and Shampoo [and female Ranma], Aoi, Sakura, etc.) whose popularity never seemed to wane.
A further complaint of my own is that, many of these characters are here based solely on artwork, not on any outfit they actually wore in-show. Personally, I would have liked to have seen Aoi on the list, for example, since Ai Yori Aoshi Enishi actually had a Christmas episode, in which she donned the outfit.
