It used to be worse, and not even for ecchi. Ages ago I found the Japanese laserdisc for X: The Movie (aka. X/1999) when it was new... Japanese price? The equivalent of about $175.
Then, at the time, English anime VHS market prices were around $20 for AnimEigo, $15-30 for Manga Entertainment, and about $50 for A.D.Vision (or $30 for a 30 minute dub.) It's literally kind of insane that you can go to a website and officially stream a huge list of current shows translated, for free now.
tl;dr: It's expensive because it's Japan. Also, I'm old.
