To an extent, but ever since 1975 or so, every run-down inner-city ghetto neighborhood is a "historical district," every puddle is a "wetland," and you can't walk anywhere without tripping over 5 new endangered species. China's ability to get roads built and expanded has, this case notwithstanding, outstripped the U.S. Let's just hope the people in that house keep a close eye on their young children , or we're going to hear about more double-tap incidents.
The US is capable of being just as bad. All they have to do is accuse the homeowners of certain crimes, mostly having to do with drugs. The house can then be seized, and the owners will not get it back regardless of the outcome of the trial. Never specifically heard of this happening but it would be 100% legal if it did.

Though lately with the housing and foreclosure rates being what they are, people have been evicted by the police unlawfully, even by banks who didn't own the rights to the house. I have seen this in the news before and it does happen.
