The latest wicked deviant to be the subject of a public safety advisory was found to have had the audacity to brazenly overtake a schoolgirl on her way home and then ride off.
The bicycle-riding suspect rode up behind, and then overtook, a middle schooler cycling home one night on the streets of Kyoto prefecture. He then rode off.
He is described as likely being in his thirties, 170cm tall and plump, and was riding a black bicycle.
The authorities advise that anyone on their way home at night ought to stick to bright and busy streets, lest they too fall victim to random overtaking by a complete stranger. Anyone seeing a suspicious person should report them to police.
That Japan’s public safety advisories seem to be making life significantly less safe for half the nation is increasingly the subject of consternation online – not that anyone takes any notice of such an obvious nest of predators:

Very unlikely. People deosn't breed because their boss will sack them if they do, even in France wich has one of the best birthrate in Europe and has tons of things to help people to have children it's can be quite difficult sometimes.
To breed, people doesn't need a speach, but time to take care of their babies, and the guarantee keep their income while doing so (making babies cost a lot of money).

actually, a declining natural birth rate is present in most 1st world countries. This is true in europe as well as japan. Immigration and a close to nuetral replenishment rate keeps America's population growing. Japan in a sense is the model for other countries going forward to see how they handle a lopsided age grouping. Soon the majority of Japanese people will be old and not working and the stress to the social welfare systems will be great. But if Japan can make it work it will be very valuable to other countries like America who face a similar situation on the horizon. To speak to the story itself, I think this story is a direct manifestation of the aging population. The older generation are becoming hyper moralized. They seek to overly protect their idealistic world view in which these middle school girls are still pure and uncorrupted like the rest of society that they see becoming increasingly strange and foreign to them. So this fat bike riding stranger to them represents a real and present danger of corruption. It sounds crazy but old people are crazy. Sadly the also vote and represent a higher percentage of the voting population. Therefor we get crackpot conservatives often in Japanese politics. *cough* osaka and tokyo*cough* -professor lameplan, out!
