Apparently the world disagrees, because the customer decides what their children wear. If parents really wanted one piece swimsuits with frills on them to cover their kid, they would have bought more and child bikinis wouldn't be rampant. So many times I've heard "they're just so expensive" for an extra 10-20 bucks to make your young girl wear a one piece, and that difference has made the choice for modern western culture.
