Stupid dlc, licensing and regional issues.
Swimwear I can see, but cosplay outfits seem like they would be rather immersion-breaking. Do they even have televisions to watch anime on in the world of Tales of Xillia? For an RPG taking place in an otherwise unique world, bringing unrelated anime character outfits in just feels like an out of place cash-in.
Cosplay DLCs speak of laziness to me. You really couldn't come up with more awesome looking immersion/world-appropriate costumes and just resorted to copying?

1) They have to get permission...
2) They know that fans who already want to play Tales games are bound to be fans of some of the DLC picks...NOT adding them and putting in costumes of no recognition would just be a shot in the foot: They make less money that way.
JUST ANOTHER REASON TO BOOTLEG AND CRACK IT....YAWN.
Don't worry. Even the American gamers will never get these DLCs because of licensing issues.
For a few of the DLC costumes (Code Geass for example) we already have the shows licensed or are licensed and ready for production in the US...so what would the problem be?
