In my old uni, people used to hang used condoms on the dormitory door knobs. I would say "good times", but thinking back on it that probably wasn't included in my "fond" memories.
I could easily see someone tossing this into a college buffet as a prank, though.

You can get at least certain std's through oral sex so I see no reason why not through food...
Depending on whether it has gone through the cooking process, if it did then not really because even a simple rinse can generally get rid of STD's. But if it was thrown into the food afterwards then that might be a problem.
I expect that the cause was actually neglect/malice of events unconnected to the standards of the institution/staff. But that's hardly sensational, and many will be bored by the end of this line.

There is a strong possibility that it's actually popped on the far end given how it was treated, which would make it an "already exploded" condom.
I still would not eat the dish. It probably had rectum and vaginal juices on it. Yes it is a good thing the condom did not explode from the semen smell. The customer would have puked on the spot if they had a weak stomach.
