keep in mind, the girls of Madoka Magica are middle schoolers (not high schoolers) and around 12-13, so I think they'd qualify, if barely. Given, that's not quite as close to the single-digit age range as other characters, and they all look as though they've at least started puberty (the girl who does have a huge rack also happens to be the oldest, albeit by only a year... though, Sayaka fills in pretty well herself), but they're also pretty short (may just be a result of the art direction, though).
Not to mention they also put up Haibara Ai there...
She is even older than Shinichi by a year or so. The only loli in the show was, of course, not on the list...
