Because black butler was a shitty anime made to appeal to shota-loving fujoshi and any retard could've voiced him and they'd still cream their panties.
The same could be said about any female seiyu from any ecchi anime. Just because the show was shit doesn't mean the voice actor was terrible.
You now realize Kuririn and Gohan have female voice actors as well.
But putting that aside, if Dende is enough to put Aya Hirano on this list there probably isn't that much competition.

I fucking knew the first one would be Romi Paku before even clicking this.
I don't even know modern seiyuu that well - I'm more Hayashibara-era. I read this and thought:

holy crap didnt realise it was a women that did shinji's voice!! He always sounded meek but never too femine thats incredible. I could hear it more with kurama but wow they are really amazing seiyuu- probably when I hear shinji now I will hear it.
As far as I know she also voiced Sailor Uranus. Kinda ironic if you think about it - she's supposed to be a boyish-type lesbian.
KitaEri, as fantastic a seiyuu as she is, sounds terrible in her male roles (Nyarlko's lead was cringe worthy in just about every aspect) so it's no wonder she's not in it. Kugimiya isn't anything special in boy roles (so many others could've voiced Al and sounded similar) either compared to many of the others on the list but she just got picked out of popularity. Romi totally deserves the first place, though. Her boy characters sound more manly than many tough characters voiced by guys.
Only time i'll say the japanese voices from DBZ SUCK!

I disagree. Atsuko Tanaka (Major Kusanagi) and Akio Otsuka (Batou) really outclassed their Dub counterparts.
Are people really surprised by females voicing young male characters? This is like.. a common thing for most animation, regardless of country. It's so they can get a young sounding voice without having to worry about the character's voice changing due to puberty.

Whe I saw the article on the front page, first thought that came to mind was Romi Park as Loran Cehack. So I was pretty excited when I saw her for number one, even if they used a different character as the example.

How is Rina Satou not on this list? She does a better job of making Negi Springfield in Negima sound like a boy than his male American voice actor does (I'm sorry Greg Ayres, but you are absolute SHIT in this role, the one massive disappointment in what was otherwise a pretty good dub).

For some odd reason, whenever I think of female Seiyuu voicing male characters I always remember Mamiko Noto as Kouta from the Anime Kanokon.
