Jiroumaru didn't do it properly at all anyway. Also, that scene in particular left a bad aftertaste for me, so I'm kind of glad I won't have to buy such a figure (since I'm getting every single HanaIru figure there is/will be)
I don't think whether or not Jiroumaru did it properly matters, since they sold an official dakimakura of Ohana in incomplete shibari...
Furthermore, the Nendoroid of Ohana was in complete shibari, so they could just make a figure like that.
"Complete shibari" is something else, but a nendo is a nendo anyway; they're simply cute, so it wasn't an issue for me. It really was one of her most high-profile scenes, so it's no wonder they included it as a mode.
Oh well, if one gets made, I'll probably buy it anyway :D
