Actually it's probably a stylistic decision by the manga artist and anime team. The manga is VERY tame despite the somewhat erotic overtones, the most nudity shown so far was a single nipple during the second major story arc -- which was story related. They go with the "barbie" theory of censorship in all other cases.
No clue if they'll continue that in the BD version. If the manga author has any say, yes.
I don't think that we will see much in the DVD version. even the manga doesn't show nipples or more. The scenes above are the same as in the manga, only that instead of a huge shadow, the bodys have one color and no details, such as Nipples, Publichair etc.

As you can see, you see nothing, and I don't think the anime DVD will show more then the Manga...

There actually is a nipple in the manga. I can't remember the chapter off-hand (between 40 and 50, I think?) but it's when the idol girl is dressed up as the main girl, and she bends over but since she's flat-chested the bra is too large, hence nipple.
