Probably because they're a little fleshy (though in the most positive sense of the word). If you compare the actual lengths though, you'll see that the proportions here are at the utmost ideal that is still humanly possible. Very few girls IRL have legs this long.
i believe this is the ideal proportions of what a girl should be, neither skinny or over-average. girls these days are just pencils and malnutritioned, atleast gain a couple of pounds and call yourself healthy.
Actually, it is not her legs that are too short as much as it is her torso that is too long and that gives you the impression that her legs look short. They probably had to make her torso a little longer to accommodate her giant breasts .
