They should make the figurines so that the intended soft parts are larger and flexible. Then put on plastic clothes that restrict them so that when they come off, there is the 'natural' anime bounce.
There is no substance known to man that exhibits those qualities. Experts of materials science debate over whether they break some laws of physics or all of them.
Ballistic gel comes close. It's probable that the appropriate effect requires some structural complexity rather than relying on the material alone.

The saddest thing about being the ghost girl of the show is even outside the anime/manga, these girls usually get the least amount of fandom and often get neglected by the viewers and sometimes even by Mother Screentime. Oshizu, Manami Kuroha (Rental Magica), and Fuuko (Clannad) to name a few..
It's hard to spank it to a ghost. Their lack of corporeality is kind of a bonerkiller.

The school uniform is the default look, her proportions were arranged so that the uniform looks fitter than it is.
