I don't know about photoshop but I see lots of makeups and circle lens... Personally, those lens creep me out but I guess it gives the more "doll look"

Just google "Meitu XiuXiu", it is known to be used by people to look like this, it is like a easy version of photoshop.
Pretty much the same as "doll lenses".
I have a few female friends on Deviant Art who use them, and they do give the illusion of anime eyes.
And FYI, I do have a friend who lives in Korea.
She uses the lenses quite often in her cosplay shoots.

It's not eye bags actually. They try and make their eyes appear bigger by brushing white eye shadow under their eyes and coloring their waterlines white. Then they take eyeliner and make a 'new' bottom lids under the makeup they applied.

no its actually a korean "look" to have those eye bags...most have them. Before k-celebrities were getting them removed...but these days they're getting surgery to make their eye bags more "even", larger, or even just creating eye bags.
