Continuing his crusade against the evils of tattoos, Osaka mayor Tooru Hashimoto has vowed to “thoroughly deal with” 200 tattooed city employees.
After scandals ranging from the discovery that some city employees have tattoos to the news that one of them took drugs and some have been smoking in non-smoking areas, the mayor has set up a special investigations team to root out the criminal deviants.
He recently held yet another press conference to this effect:
“We seem to have over 200 employees with tattoos. This is abnormal, I’ll deal with them.”
“Anyone can tell whether a tattoo is appropriate for a government employee. A bad thing only makes for a bad atmosphere.
I do what I say I’m going to do.”
However, members of his taskforce have admitted they may actually have some difficulty catching tattooed employees. The source of his “200” number is not clear, as the investigations have not yet actually begun.
As might be expected of the Japanese aversion to tattoos and insufficient conformity, his scheme is gaining wide approval online – although much less than was previously evident, the novelty of bashing a new group presumably having been eclipsed by the obnoxious nature of his outbursts:

“They should make public pictures of their tattoos. What’ll the whiners say when they see a bunch of yakuza tattoos?”

Japan's unfair dismissal laws are pretty weak, especially in the context of government positions. And even if they happen to be shielded by the law, the Japanese have a wonderful way of shutting employees in the proverbial closet by reassigning them to terrible positions with no chance for advancement until they drive the person to quit or worse.
But for an actually detailed answer to your question you're going to need to find someone familiar with Japanese law.

The method you describe is called "constructive dismissal", and is grounds for an unfair dismissal lawsuit in quite a few countries. I'd be surprised if Japan hadn't followed the US in this regard.

I have yet to see anything civilized in this word. Find me a country that doesnt complain about anything, doesnt have any crime, and wont judge you for how you dress, or if you have a tattoo, then I might acknowledge some part of the world being so.

I think it should be brought to attention that for centuries Japanese tattoos have basically acted as symbols of yakuza identification, in contrast to the United States where people get tattoos out of purely personal preference. To this day, a person with japanese-styled full body tattoo almost certainly constitutes mob involvement. Japanese disdain for tattoos stem from this, and it's fully understandable that citizens would not want even a hint of mob involvement in their civil servants, which is precisely how Hashimoto's getting support for his actions.
A country that is as technologically advanced and internationally involved as Japan should be able to understand that things are changing. Cultures are merging, languages are merging, customs, races, everything is. It's not actually a revelation, just the way humanity evolves and has always evolved. Preservation of culture is of course important - but most of the Japanese single-mindedly reject foreign cultural influences, foreign languages, foreign immigrants and if they don't let go, that will come to bite them in the ass in the near future, not to mention a century from now.
Intelligence and the empathy to understand should not shame a people into not deciding for themselves. Respect japan's choice to take control of their own country. Placing too much emotion into another people's affairs is a form of endearment and seeks to give guilt to innocent people.
