Japan I am disappoint.
I was just about to say... seriously, how can they have a greatest Magical Girl list and NOT have one of the classics that started the whole fad?

Not only that... calling Lina Inverse a magical girl is an insult to her. She's no magical girl, she's an ass-kicking wizard who doesn't take shit from anyone. She doesn't remotely act like a magical girl, she doesn't do a transformation sequence... it's preposterous.
Also there are way too many Nanoha characters on that list, and I'm saying that as a fan. Subaru and Teana? Come freaking on.
No Sailor Moon, and yet Rika from Higurashi is on there. Unless they're working under the most literal definition possible (girl that has any kind of magic at all) there's no way she should count. And even then her supernatural power is that she can see ONE ghost.
I find this list highly suspect.
Just my thoughts, still it's nice to see her there. And as said...she is no "magical girl" but the most badass sorceress ever seen in whole anime history.

...Have you ever actually watched Madoka? The designs may SEEM moe, but the anime isn't, at ALL. Though I have to agree that Sailor Moon was literally the first Magical Girl (in the sense of how we know it now, before they didn't have transformations or stock footage.). Though I am glad that Sakura Kinomoto was so high, seeing that practically every Mahou Shoujo after it went and copied cardcaptors
it also didn't start any trend, being Cutie Honey (1973) the first one with elaborate transformations
it's just THE mahou shoujo series in the West, that's all

Sailor Moon and Precure has a huge moe following too. I'm kind of surprised Precure didn't make it since its TV ratings pretty much smash every one of those in the list.
Or perhaps they're a bit too legitimately mahou shoujo than the more moe types.
Precure isn't really marketed for moe lovers. I'm not sure how large following it has in Japan, but it's not very popular outside, at least among the English speaking communities.
I've always assumed the high rankings are due to it's intended audience (being young girls up to the early teens) as well as parents who are stuck watching it with their kids.
Considering the fact that they counted Kuroko as a magical girl...

Sailor Moon was a great show, but Sailor Moon herself wasn't all that great as a magical girl. Her one saving grace however was that she cared about people. Any ability to come through in a fight she showed was ability granted through deux ex machina, so to speak. Fortunately, they surrounded her with others who could handle the rough stuff, except for Mamoru/Darien who seemed to come under the spell of every evil female who winked her eye at him (Judging from the episodes I'd seen).
Sailor Moon was in fact terrible. But that was her charm. She was a total klutz even to the final anime episodes and manga chapters. And then there's the fact she was saved by everybody else including her other persona. I think it's fine considering Sailor Moon was a trailblazer in the genre.

From top 20 only 3 aren't related to each other in some way. Shinbō directed the original MSLN as well as PMMM while all of Nanoha series as well as Dog Days was done by Seven Arcs, Shinbō's previous studio before he went to Shaft).

I strongly disagree. Homura is of a different kind. Comparing her to classical mahou shoujo like Sakura is just wrong. You don't compare Sakura to, say, Lelouch - that's it.
Sailor Moon had pretty hilarious comedy if that counts for anything. It did the 'slice of life comedy' before there was such a thing as a proper genre.
