Red Ray would be DVD. DVD Lasers operate with a wavelength of 650nm which is red light.
BluRay uses 405nm which is something between blue and violet (actually more violet than blue).
And CDs use 780nm which is Infra Red.
The smaller wavelength makes it possible for two lines of data on the disc to be written closer together, thus increasing data density.
As for why we didn't do that earlier (should be obvious, but one of my friends actually asked me that), is because we didn't have blue/violet laser diodes that were affordable and could operate reliably.
Laser diodes are still being developed right now. For instance there's still no known semiconductor combination for yellow laser diodes. (Though those probably won't be used for data storage)
I thought it was a clever comment relating the Bluray (which'll be essentially porn) to the metaphorical interpretation of 'red' as sex/passion/love (see: red-light district)

Actually, I found the story of Queens Blade (season 2, at any rate) to be more engaging...
I do like this anime a lot though, if only for the characters and their interactions. The way Rias looks after and cares for her subordinates is incredibly heartwarming, and the male lead isn't a wussy faggot and actually takes the girls up on their offers and/or advances! I mean can you have a goal any more badass than becoming the harem demon-king?

Katanagatari episode 3 BD was more censored than the TV version too. As Togame was running from the temple just after the fight with Meisai Tsuruga had started, you could see her ass very clearly in the TV version, but more of it was covered in the BD. Supposedly this was "correcting an animation error" and not censorship, though.
