Towels are a very odd choice for preserving modesty. Swimsuits would be more obvious choice - or simply don't film people in the bath unless you are prepared to show them in all their glory.
Doubt they will change their traditional way of using bath towels for anything else.
If you've been to an onsen in japan you'd probably find more to do with the towel than to cover yourself, thought it is considered rude to wear it into the water--at least for the male counterpart.
