Although you're likely to see more girls walking down the street showing cleavage that are not attractive, that doesn't mean that the percentage of ugly women showing cleavage is going to be any higher than the percentage of attractive women, it just means there are more ugly women walking down the street (which is common sense imo).
If anything, women that show cleavage or get naked are looking for verification of their personal belief that they are attractive (which they usually aren't). The lower their self confidence, the more likely they are to get naked for that superficial reinforcement. This would also explain why younger women (13-24-ish)are the largest portion of the population that does this.
