Tokyo’s Ishihara-led government is proposing yet more onerous censorship of manga and anime, this time on the grounds that they are sexist and violate the human rights of the groups (i.e. women and children) being depicted.
From one of the Tokyo government’s latest policy documents, outlining their plans for enforcing a “gender equality” regime on the people of Tokyo:

However, much media information is based on sexual stereotypes and frequently depicts sexual violence towards women and children, and this is one of the prime impediments to gender equality.
According to cabinet surveys, 80% of people now think there are problems with depictions of sex and violence on TV and the Internet.
Freedom of expression should be respected, but it is also necessary to adequately respect the human rights of the people being depicted to not be the subject of unpleasant sexual or violent expression in the public media.
Tokyo recently revised its ordinance for the healthy development of youth, and also established Tokyo’s duty to allow the healthy development of young people by restrictions on their Internet environment and the eradication of child pornography.

Our policy direction:
It is necessary to demand media undertake to voluntarily censor themselves with regard to depictions of sex and violence.
Tokyo must ensure publishers and advertisers do not promote sexual discrimination.
All media must thoroughly uphold moral restrictions [on their publications].
It would appear Tokyo has finally succeeded in combining both right-wing demands for censorship on the grounds of upholding public morals and left-wing demands for censorship on feminist and “human rights” (i.e. those of the people depicted in or exposed to the expression of others) grounds.
Online there is not much surprise – it was long obvious to all but the most deluded apologists that Tokyo’s manga ban was the thin end of the wedge, and that Ishihara and company would simply keep tightening censorship until only rape novels and pornographic videos remain:

Anime and manga is already much more tolerant towards women and kids than the actual Japanese society (I mean, take the example of Madoka's dad Tomohisa which was a house-husband while his wife was a manager.)
The actual sexual discrimination on Japanese media is about 99% of their porn, which is pretty much based on peeing, shitting, cuming on women and publicly humiliating them in sexual ways.
Of course, one might ask then, what made Ishihara change his position so much, considering stories like these was his specialty when he was younger.
I think one of the journalists should man up and ask him just that.

Japanese journalists get a lot of their news in the form of press releases, provided to them by the press office of the organisations / companies they're writing about. It may seem swell that you often get a lot of inside contacts and such, but write an overly critical article and you're cut off, and all organisations will close their doors to you. Yes, there is a tremendous amount of sexism in Japan, but you want to know what? THIS BARELY APPLIES TO THE ANIME INDUSTRY. The anime industry is ironically one of the most populated and vast pool of powerful females that really, that argument could not be more invalid.
The average harem has a transparent male and like 5-7 women who not only show independence, but also tend to be tons more powerful than him. The only time a female character is "weak" in anime, is if she is a moeblob. One could argue that it's the fan works are the ones being sexist. Hacking a government's website is meant to draw public attention to take a closer look at just what a particular government is trying to do, to call upon the public to scrutinize and actually think about the implications of their often times vague and draconian laws.
Sometimes that's all that's really needed to get the ball rolling. Propaganda is a very powerful tool for control, and people are generally more willing to simply accept a status quo rather than to get out there learn about what's really going on unless someone sets off alarm bells first.
