Japanese and Taiwanese alike have been united in praise of the cuteness of Taiwan’s schoolgirl population, most of whom seem to be dressed in uniforms which equal or exceed the cuteness of Japan’s own legendarily fashion-conscious school garb.

The main difference is that the most ones are not much different from a normal girl wearing a blouse and skirt.
These outfits are pretty cute, but yeah I'd say they look a lot like what you'd find in a typical girl's wardrobe. Taiwanese girls are pretty cute too, I might have to visit someday.
He probably meant the difference between Japanese and Taiwanese uniforms, but I also don't see the difference between nationalities. They're all quite cute.

And Taiwan's government is the original government which ruled over whole China about 100 year before. Being rebelled against by communists and retreated to Taiwan later.

It's not an illusion. There IS no difference. There's even some great uniform choices even in Africa where they often use uniforms. But they don't get to wear swanky blazers due to the hot climes.
