Last time I checked Seiyuu is someone who voices shine characters. As long as she can voice, she has every right(scratch that) to call herself a seiyuu!

just because he's mainly a movie star doesn't make him not a voice actor. The two roles aren't mutually exclusive.
Similarly, just because Takahashi may have joined the ranks of the AV actresses, doesn't mean she's no longer a seiyuu.
What Johnny Depp thinks about himself has no bearing on this matter. This isn't about Takahashi's existential crisis about not being a seiyuu anymore, but rather other people's opinions on what she is, in which case, if we are to apply it to Johnny Depp, we would see that calling him a voice actor is correct (as you acknowledged yourself, he could call himself a voice actor). Takahashi, therefore, could still be called a Seiyuu.
Therefore the statement "She might as well just stop calling herself a seiyuu." is simply wrong. There's nothing compelling her to stop calling herself a seiyuu or disqualified her from being a seiyuu.
Johnny Depp doesn't call himself a voice actor. He did a side-job voice acting and he COULD call himself a voice actor but he doesn't because he's an actor, not a voice actor.
Takahashi does more gravure than voice acting (she barely does anymore).
