The city of Matsudo has been attracting attention for gamely exploiting the moe power of cute policewomen to dissuade young people from dying in traffic accidents or committing horrible crimes.
The local government explains that their choice of a moe policewoman is intended to raise traffic safety awareness amongst young people, who make up a large proportion of bicyclists:

Specific instructions as to how to accomplish this appear to be felt unnecessary.
One of their other efforts, apparently directed at using the charms of a mahou shoujo policewoman to persuade youthful criminals not to commit crime on the city’s monthly “Zero Crime Day”:

Well, if you associate otaku with the crazies you see in the commentary on, say, the seiyuu articles here on SC (which outsiders tend to do), that's understandable. Cuteness, by contrast, has a long history in Japan, you can see it everywhere from the cute kappa on the sewer lids to posters like this.
Put another way, I don't think they're actively exploiting moe because they don't know what moe is, but they are actively using the general concept of cuteness, which has been standard for decades. Moe just has a lot of overlap.
Japanese officials are just tsundere.
