Demonstrating some of the disturbingly inventive thinking and equally disturbing candid honesty Japan’s sex criminals are known for, one chikan has explained that the reason he was caught with his hand up a girl’s skirt was so “I could save money on brothel expenses.”
The 57-year-old Shizuoka man, a deputy editor at a Shizuoka paper of news, was originally found to have travelled all the way to Tokyo to grope the thighs and nether regions of an unfortunate 18-year-old freeter.
She grabbed him by the hand and dragged him to station staff at Ikebukuro station, which led to his arrest on charges of violating Tokyo’s stringent anti-chikan ordinances.
He explained his motivation with some candour:

Actually, that's not that far off. The forced confession is a legitimate tactic, they convince you that you're better off confessing, and if you don't ask for a lawyer, or know that you have that capability, you can get caught up in the moment and be convinced to do many things.

If you want a more simple explanation of what I think: The women only carriages should only be a limited-time alternative as the true issue is dealt with. Men will never stop groping. Ever. If you pretend it will, then you're a fool. It can only be reduced. But how the reduction is accomplished is key. If you segregate men and women and victimize men for the actions of some, then you'll see more men say "Well, I don't care anymore..." and do far worse. You can't treat an innocent like a predator unless you expect to make them one.
