I lived in Taipei for almost two years. Trust me, it's just heavy makeup culture. They're no different than girls in southern China, except heavy makeups, especially around the eyes. It's more obvious when seen first person than in photos.
That, and long bangs, hairstyle common in early 20th century China, but went out of style in mainland under Communist rule.
Older women in Taiwan, who no longer use heavy makeup or bangs, are pugly.
