What's wrong with 30? The second picture is from the second half of the anime, and Winry even noticed that Ed is now taller than her and how wide his back is. It's not a fail, just character/age progression.

a lot of them are inbetweens of good animation, "gejika" was called? the sasuke one is a classic example.
Others are just plain terrible, no argue there.
I think the problem is Winry's new eye color.
Eye colours can change actually.
I was born with sky blue eyes, got hazel now a days.
Then there's the issue of them changing dependent upon mood.
I've seen sky blue eyes go to grey to a more lavender like colour, that was with my late mother.
Myself my eyes can go from hazel to pure green to dark brown and even to pitch black, the latter when angry.

That's how animators get raises homos...

My sister been changing eye colors, she is now hazel but started with blue and green after. She can't change it depending on mood though. That would be scary too. xD

been looking at it for a long time, their faces don't look exactly the same to me.
That's just anime lighting. There's a yellowish room lamp right behind her, so things take on a yellower hue. It's like how in the nighttime, everything turns blue in most shows.
well the ambience is definitely different, that could be a reason.

Juza (Hokuto no Ken) is really THAT flamboyant-looking in the old-school anime...But he can rip people to shreds with his nails and is the MANLIEST 'gay' in the show...
And we're talking about Hokuto no Ken here, so never judge a flamboyant-man by his looks (and yes, he's straight and has a HUGE female harem)...

They intentionally made Marik's (Yu-Gi-Oh!) face like that and if you've seen the anime, you know he's bloody possessed (and even does 'things' with his tongue that would make any hooker jealous)...

Which when compared to the bottom photo becomes apparent, much like the Reborn! pictures.

To be honest, taking just the one frame out of context shouldn't be done. In animation, animators tend to exaggerate motions because a common problem when animating is that what seems like a realistic motion on paper, unexaggerated, tends to be subdued.
In the context of the scene in the anime, the motion is quick and within a battle scene, where the quick and generally unseen exaggeration makes the entire motion a lot better.
