Gintama is the same way with a couple story arcs
Nichijou even more so doesn't have a story at all it's more like 5 or 6 skits per episode.
Ike Masamune had the taking over the land story but that was just a plot device and was really just 3 random shorts eps per episode

I stopped watching Gintama because of the lack of story (other than a few arcs), and how the story tend to detract from the main character(s) and focus too much on Shinsengumi. Gintama had a few great episodes but now the series drone too much.
K-On well has a story. It just doesn't go anywhere. That's not necessarily a bad thing, but while I wouldn't recommend people to watch it for the story, it happens to not be pure slice of life.

I honestly don't care about Japanese opinions on anime. These lists always seem to contradict themselves. If something is truly the "worst" it can't simultaneously be best.
Tales From Earthsea won worst movie and worst director in Japan. Yet somehow it was the #1 movie at the Japanese Box Office for five weeks, and #4 top grossing movie that year.
What about Garzey's Wing, MD Geist and others? I think this list really is, "Top 15 anime that people disagree with the majority opinion".
It's actually possible. Just think about it. People who like a show vote for it in the 'Best' list. People who hate it vote for it in the 'Worst' list. If they don't vote in each other's poll, the results are possible.
