He actually uses fan depictions of characters then use it as official. That's probably why it got so popular. Because fans can do whatever cool shit they want with the characters and ZUN just makes it official, making the fans officially contributing to Touhou.

I don't understand how this is judged so equally with the fujoshi exactly... how do we know all of them are yaoi beyond Hetalia (which even has some females in it from what I understand)? Granted it's a large chunk, but that still doesn't explain to me how they came to that decision. Granted I'm probably missing some kind of information :)
Sure, Hetalia has female characters (like three or something? I don't pay much attention to the show/fandom), but the fangirls just like to obsess over all the male characters instead, so there might as well just not be any females at all.
Hetalia actually has about..7 or 8 female characters plus all the 'Nyotalia' versions (Genderbend of most of the male characters); there's enough hentai and yuri, but yes, those circles are probably mostly dedicated to yaoi..

Most people don't automatically assume a predominantly male cast leads to "Yamete, Oshiri Itai". Yet when most fujoshi think and make that happen, other decent folks can't help but wonder if history's gonna repeat itself.

It's not just Hetalia.
It's Basara and Reborn too. Basara has a rather large periphery demographic of women due to it's character designs and majority of males over females. And Reborn is another in the long line of Shounen that attract a lot of female fans due to it's character designs, and the close relationships of the male cast (Kuroshitsuji, Inuyasha and Yu Yu Hakusho are/were in similar boats for similar reasons).
There are others fujoshi have a love of on this list as well, but I'm giving attenttion to the ones I said because those are the top 3 if you exclude Touhou, and because I don't feel like creating a massive text wall like I normally do.
I still find it kinda amusing in an odd way how Reborn has evolved into one of the top fujoshi/BL franchise.. considering the initial chapters actually were all about the main guy trying to date a girl in his class who he had a crush with.. and running amok in boxer shorts.
Reborn was never anywhere near BL. People seem to think that attractive male characters automatically make a manga BL. The artist has never catered to any sort of BL behavior or fandom (unlike the artists of Naruto or Code Geass.)
I hate TouHou and I hate "Hetalia" even more. Glad I'm a Horror, FanService, MOE loving anime fan.

If you start looking into buying doujinshi on Toranoana, MelonBooks, or Mandarake, you'll find a lot that you won't be able to find scans for. And those are ones that can still be purchased; things that sold out extremely fast might even be less likely to have been scanned because no one got two copies so they could destroy one to share with people on the Internet.
There are a lot of factors that go into it, like the cheap cost of books, the fact that people are less likely to pirate stuff that people are basically selling for cost anyway, and much more. A big one though, is that people outside of Japan (especially the large number that can't read Japanese) are interested in porn and not in what are essentially fan fiction comics or comedy that won't even be funny if someone bothers to translate them.
I'm sure all of it is scanned and put up on the internet. The porn is just all we look for.

Fujoshi have always been a major part of Comiket, as Japanese women typically have more free time than men. Even with the rise of unemployed NEETS and working women becoming more common, this holds true. Also, with the exception of Crap-talia, fujoshi have better series to work with-- OH SNAP
Is for fujoshi to decide what series is better for them to work with, and if 1302 circles decided to work with Hetalia, what do you care?
If you were around Pixiv you would see Hetalia fans also like and work with other series, like Durarara, Sengoku Basara, Tiger&Bunny, and even Inazuma Eleven, among others i can't remember atm.
