I'd give To-Love-Ru a score of 8/10, but that's because I rate my anime/manga according to their genre. To-Love-Ru --being an ecchi manga-- relies on high ecchi content.
Sure, having a good plot is always a plus. But still, plot is not everything. To-Love-Ru has a a well defined and simple plot; It's not confusing, it does not try to be something great. The plot just serves as a backstory for the characters since the focus is always on ecchi situations. And --again-- being an ecchi manga, that's what makes it interesting.
The reason why you "don get the series" (lol) is that you might be someone very intelligent. So intelligent that you always find meaning in everything and expect every story to be deep. >_>

Err, that's Archer from Disgaea, not Yotsuba (pardon me if Lannado just happened to have a different avvy back when he posted that comment).
Then again, I don't think the in-existence of plot can make this series loosing all credibility. Ranma didn't even have a plot; all the "We'll try our best to find the cure for these Gensokyo curse" thing didn't bring any development to the storyline itself yet it's still one of the most enjoyable and memorable show to watch, all just because how interesting the characters are portrayed.
