Weber shot a bullet down the barrel of the Behemoth's mouth gun from the back of a speeding fish truck while both vehicles were in motion, while the Behemoth's Lambda Driver was on. That's why he's there.
If they have a hand to hand combat list Mio will definitely make it.

That's the thing; Doraemon's tools, as crazily awesome as they are, did not help him aim at all. You can give Nobita 10 airgun nozzles for each of his fingers and he'll use them all without wasting a single shot.
Nobita breaks the rules using Doraemon's shit for anything EXCEPT shooting. It's his character talent.
If Nobita was born during the wild west, he'd be a feared but cowering gunman XD...hmm that might make a good anime...

I'm not a K-On! fan, but I think some sort of cross-over anime with Mugi as a sniper (an effective sniper, not a ditzy one) would be hilarious
While Hawkeye obviously has a lot of skill, she doesn't seem to be as freakishly powerful as Vash or Revy are.
Also, where is Ein and Zwei (And Drei) of Phantom Requiem for the Phantom? I don't think I've seen an anime that feature human characters pull off such superhuman feats of gun skills other than Golgo 13.

No, one of Nobita true useful talent is his aiming skills. You got to see the kid shoot to believe it, even deadly space assassins lose to him.

Plenty of episodes involved Nobita owning everything if you give him a gun, notably ones where he's in Western Cowboys periods. Considering it's his natural talent and not aided with any of Doraemon's tools, he deserves to be on this list.

Kinji Tohyama (Aria) Mirror Shot is very good and he even shot two target right in the gun barrel with burst shot~ well limited only during his HSS mode though. Although if Kana is on the show he definitely on top too.
Reki is something else basically her Dragunov is the extension of her hand, she even sleep with her gun. She definitely deserves on the top list.
I surprise that Vash is not on the list too~ and the last movie just shown recently.
For Nobita... well he is exceptionally good on marksmanship (or rather this is his only shining talent)
