I was thinking the same thing. The music in TTGL was beyond godly...
I forgive them for it merely because Eureka Seven is on there. In my opinion Eureka Seven's soundtrack was more robust and powerful than Gurren Lagann's in general. Gurren Lagann had themes and a few songs that were very specific and powerful in context. Eureka Seven's were more melodically beautiful, and remained such even without the imagery. Row Row Fight the Power was innovative and fun, and fit the context very well, but as a song, it's not that great to me.
It's often hard to differentiate between whether people like the songs themselves, or the memories associated with it.
One example is Ar Tonelico. In nearly every case of people I know who haven't played it, I would have songs from it on a soundtrack of mine and they'd be like 'what is this...?' and ask for something more driving-related. Then they played Ar Tonelico, now we enter meditative states listening to its incredible music. Almost like you had to unlock your ability to like the music by playing it.
Really? I fell in love with the Ar Tonelico music at first site. And another case is where I listened to Tamakui from Ga-Rei Zero. I listened to that while going through the tracks without even watching the anime first except the first episode and I absolutely loved it! It was just so dark and beautiful. And generally I like anything from ALI Project just cause their type of music is the stuff I really like.
But there is one case I agree with you. Sora Iro Days I think I like only because it was used in the anime and I remember the scenes when I listen to it.
Agree with this list on the part of Railgun, Haruhi, Eureka seveN and, for once, Puella Magi. Though I have to say, if Madoka's gonna rank, .hack//SIGN needs to as well. Yuki Kajiura is an amazing composer and the only thing she's done better than Madoka was, in my opinion, the .hack// series.

Ya, if you're only looking at the plot by itself. The plot was mediocre by comparison, but the execution surpasses everything else. Gurren Lagann can only be appreciated when you look at the whole picture, exaggerated cliches and all.

Most of the the animes on the list are from recent animes. Wonder why? Because music trends change fairly quickly. When was the last time they showed that anime in the Phillipines? I bet its still airing lol. I'm pinoy and I know how the show some old shows there from time to time.

The problem with the results here in Sankaku is (Umm I guess) they make surveys out of young people who only knows recent anime music. There are tons of anime music that are great which should have topped the list

Cowboy Bebop's music might work well in the context of the anime, but it's not really something I'd want to listen to on its own.
In any case, when it comes down to it, these top ten anime lists are a mix of...
1) How well the anime fits the list.
2) How popular the anime was.
3) How recently the anime aired.
A lot of anime have great soundtracks, but if they aren't fresh in people's memory, they aren't going to get as many votes. Likewise, those anime with a larger viewership will obviously have an advantage, since they'll have more potential votes. When it comes down to it, it's more an issue with top ten lists in general than with any list in particular.
Why doesn't Jazz work in context of the anime? It totally does. Also, something like Oh Edo Rocket used it to great effect:

Ghost in the Shell SAC - great songs, and memorable, but it suffers from having a story so good you forget about the music.
Escaflowne - nothing memorable, i watched it once, because i believe everything after 17 pissed me off so much i couldn't watch it again. and i cant remember a single piece of its music, its not bad, just no lasting impression
Ranma 1/2 - no... just no... the music is ok... but beyond a few op and ed, where was the great ranma muisc... its more than just the op and ed.
TTGL - asside from 1 or 2 scores, nothing sticks out in my head as great.
Full Metal Panic - this.... yea.... i can remember the sound track clearly. but its the same thing, its not just a good op and ed, the rest of the music may as well be stock
Hellsing - i honestly cant remember music from this one, but i thought anime 1 was crap, and oav is takeing to damn long to finish

the op and ed are ok, and they are memorable, but the music outside of that is also memorable, not something that happens often, and beyond that, the music is used to such a great effect that it deserves to be high up there. if some of the anime listed didn't pull the music in the anime out of what sounds like a stock sound collection for XXXX situation, than they would have cracked the fucking list.
fact is music outside of op and ed are usually after thoughts in anime, the ones listed thought about it.
I like jazz very much, i attempt to play 40s-50s bebop jazz guitar myself, sometimes succeeding reasonably well. Ppl should listen to real jazz more, you learn to like it.
Ranma1/2 good music is not in TV series, but in related music CDs and partly in movies, yes, in movies.
