True, but in Japan as in most asian countries nearly all of the women are a great deal smaller in the bust region than in the western world, so I suppose someone would stand out more if they did not fit in with the norm so to speak.

Not surprising at all. Some of the worst problems plaguing the self confidence of women in places like China, Korea and Japan is how everybody is supposed to try to look like supermodels even considering breaking their legs to get taller (China-lol) or getting their eyelids have surgery upon (Korean/Japanese thing I think) and the near excessive love of fashion by the Japanese.
That said, I'm really confused by some of the girls in the ratings.
Romi Paku? She basically puts on a shawl and never really shows off her figure too much. Maybe it's just the insanely manly/boyish charm of her voice that she just automatically made the list. I can't complain!
