2ch has discovered a ranking of the anime most well regarded by the hairy barbarians who dwell in foreign lands.
The exchange:

“Looking at the whole thing it is full of quality anime. I’d have liked to have seen more recent ones though. Where’s it from?”

“4chan… looking at the results it seems some negative voting has been going on.”
“Naruto died early on.”
“This looks about right. That lot really likes Bebop.”
“Baccano is doing well…”
“I’m happy about that.”
“For K-ON! and Railgun to lose in the first round – foreigners have no sense at all.”
“Madoka was never going to beat Eva but Madoka has done so well to get this far with only a single season.”
“Bible Black…”
“Foreigners like Baccano… maybe because it is set in a foreign country?”
“Madocchi had nasty opponents, going up against AB and then Eva…”
Few could question the overwhelming worthiness of Cowboy Bebop and Evangelion, but with Boku no Pico beating Toradora and Baccano crushing Bible Black and Ghost in the Shell there is much to ponder about the results… and about 2ch’s belief that the results neatly represent the tastes of all “foreigners.”

And that 1 was from the guy who watched it.
No - 1 and 64 were the series id numbers in the listing. No idea why they bothered including them on the chart, but it just means they were the first and last items in the list, so they got paired against each other for the voting.
They should have put vote amount on.

The problem with this list is the problem with all bracketing. You pair up animes between which it is difficult to choose and you lose a big player (Naruto, K-ON, Toradora, Bebop, Champloo, etc) early on.
Anyone can beat the palm tiger. You just pick it up and throw it against the wall until the flat-chested abomination against nature stops moving. Then replace it with a real woman for the win.

The way they rated it is silly, if that is indeed how they did it. But in the end likely Eva would have still won. It is a good anime and has lots of discussion about it which is what really makes an anime become "worthy." It's not it's wow factor but how long does it keep people talking about it... or recommending it to others...
However you look at it though; the list represents 4-chan.. which, well, as many people know is not necessarily the most reputable location on the internet... especially seeing how far a certain yaoi shota anime made it... unless there really are that many people out there that like that... /shivers
