They can, but under normal circumstances, you'd badmouth the bitch for wearing makeups wayyyy too thick.
A woman's face on pictures can look worlds apart compared to actual one. If you experienced working in the photography field, especially modelling, you'll notice that those pretty whores in the magazines ain't that much more attractive than the most decentlooking classmate or collegue of yours.
Controlled lighting + makeups + photoshop = overblown sense of beauty

If she removed her makeup you probably wouldn't even recognize her. I've seen makeup videos on youtube and these asian women are ugly without makeup, but after applying all that makeup they look damn cute!
