Nahw, that happens only sometimes, but usually her make up is pretty natural (if you compare it to other cosplayers').
I don't think she's ugly without the make up, but of course her skin wouldn't look as flawless...
I'm a cosplayer, and at first I almost didn't wear any make up for the pics, but then I realized it really makes a difference, as long as you don't wear too much! Most of all because good cameras make freckles and that stuff stand out a bit more than they do IRL.
I don't blame her -.-
"Ugly" is a bit harsh, but it really looks like Tomia uses a ridiculous amount of make-up, far beyond what I personally find acceptable. I doubt that she looks better without it, either.

any relation to the cosplayer that recently passed away? they look quite similar.
It's pretty close, but she's too old and you can tell very easily that she's wearing a wig. MAYBE if she was younger, more "petite" and she actually curled her hair it would be perfect. Anyway, this is the closest i've seen to the real deal.

While I wonder how much photoshop went into the final images, I must admit that the presumably unfalsified hair and the outfit are extremely well done, as though down to the individual lock of hair.
There's also the question of how many photographs were taken with this same camera during that shoot.
