Lolicon anime fans share their favourite loli characters, supplying a dangerously cute list of little moeblobs.
As usual the definition of “loli” is open to wide interpretation – the survey specifies “small, cute characters who look like children, but don’t worry too much about their age,” which seems to be the dominant usage of the term in Japan.

It's not a matter of recent series but probably only bad taste!
Some characters are very recent or actual and there is no sign in the list...I think,for example,at Mina Tepes,Ekaterina Kurae,Yami,Mikan,Nymph,Mio Isurugi,Louise,Sora Kasugano,Shana,Rin Kokonoe etc,etc...
Obviously the're also golden classic like Skuld,Ichigo Morino,Ruri Hoshino,Sakura and Tomoyo,Sasami,Shinobu Mahehara,Komugi,Lain but i didn't think that otakus have sufficient memory to remember these "old" characters...

The KoJikan girls are lolis. Definition of loli: a prepubescent girl.
Definition of pedo: pedophile; one who is attracted to children. Of the girls, the only one who is attracted to a child is Kuro (who has a thing for Rin), while both Rin and Mimi are attracted to adults (Daisuke and Reiji, respectively).
Either Daisuke or Reiji might be pedos, but given the context I don't think that they're worth mentioning.
Oh, and I'd vote for Mimi, even though her breasts are a bit over sized for my taste. And Ruri, if I get multiple votes... and Ageha (from Toshi Ue no Hito, even though she's in her twenties she looks and sometimes behaves loli enough)... And Matsuri with Ana from Ichigo Mashimaro as a pair... Hanyuu from Higurashi... Golly gracious, I think I could keep at this all night.

The Sankaku commenters appear to as susceptible to this Recency Effect as the people polled. Your loli favs will be completely forgotten in about 5 years.
The issue with Ruri and Sasami is that they are so legendary that they're not even loli by modern standards. Sasami was basically perfect, while being three-dimensional in general. Ruri was like a mascot character as well as a just damn adorable girl. They existed before the time when lolis were so abundant, and as such are ironically the reason many of us enjoy the archetype so much and don't really know why. The mature little girl who seems to understand the world like an adult is a massive psychological perception shift for many of us. Wouldn't be surprised if that idea is the basis for nearly all loli stories in general. Innocence and maturity combined equals either perfection... or a time paradox, not sure which. Just don't divide by 0.
I can only assume that this is a fap-based list.
Given that there's plenty of lolis to choose from, and no pressure to stick to one, Ruri has probably been discarded as stale. If she's remembered at all, the lolicon brigade probably think she's aged in real-time like a child movie star. And as such is absent from newer anime due to losing her looks and self control, had kids that were taken away from her, ended up with the wrong crowd and eventually died of a drugs overdose right in the middle of giving a blowjob to a self-proclaimed anime producer in a seedy back alley. All because Nergal made her their scapegoat when it was discovered that their ships had been hacked.

In their day, Ruri, Sasami, Skuld etc. were the girls that made liking lolis cool, in geek circles. A mecha fan could admit to other mecha fans that Ruri was the best character, and they'd understand. I don't think any of these have really been bettered in terms of anime fan enthusiasm in their time, and as Anon 04:57 says, Ruri was number one for ages, being the girl that beat Rei Ayanami (another candidate for top slot, although the Eva girls always looked older than 'lolis' to me.
So, yeah, this is a fap list.
