The ride isn't that exciting as most of the view is blocked by buildings except when you get outside of the city centrum.
And for those wondering, I've ridden it several times and even sat at the exact same benches pictured above in Chiba-kouen.

Firstly I hope you realize that the "CHIBA" monorail is not in Tokyo cuz it's in Chiba city and secondly... the magnitude was hardly 9.0 neither in Tokyo nor in Chiba. Otherwise we'd probably have seen some major damage there. I don't have the actual numbers but it's common sense that couldn't have been anywhere near 9.0 there when the epicenter is at least over 200 km away even from Chiba-ken. Still impressive that the buildings in Sendai and places that were actually really close to the epicenter survived ... until most of them were swept away by the tsunami.
It survived the 9.0 magnitude earthquake. Tokyo's filled with buildings made to last that magnitude. Impressive engineering practice by the Japanese, which is why I want to take my Masteral Degree there after graduating from my Bachelor's here. Tokyo Institute of Technology, here I come!

The elevated railway was initially for a mass roller-coaster transportation service as you scream to the next stop around Chiba, but then they had passengers fainting at stations. So monorail it is. Plus, it doesn't seem at plausible in OreImo :(
