Of course, it's only half a voice actor for each of those characters. The speaking voice actors are completely different people. Not that it's a bad thing. I suspect the speaking voice actors are not good singers since they don't have any musical credits...

Since Aya Endo's character CD is not brilliant, but decent, I believe it is much more likely that Yoko Kanno chose the singer for Sheryl first; then whether for lack of time of the singer or because of company/director/producer/whatever's order they had another person to do the voice, as it is very common in the case of an important singing voice role to keep the singer for the voice.
Aya Hirano can pull off the KonataxHaruhi one whenever she wants. And GintokixHijikata would be hilarious. I can just imagine Gin not caring and Hijikata screaming at him to take it seriously.

For a chara with actually successful singer-seiyuu, i would've picked Hitomi Kanzaki (Escaflowne) x Haruka Urashima (Love Hina). That duet will sink K-On! with nary a sweat, i tell you.
